Job Title      :   Monitoring  & Evaluation Manager (Full Time)

Reports to        :   Executive Officer

Location          :   UDHA headquarters in Iganga, with frequent travels in the districts of operation

Job Purpose: The job holder will provide overall M&E technical guidance and ensure existence of a functional M&E system that supports all existing projects.

 Key responsibilities

  • Develop plans and user-appropriate quality tools, instruments and control systems that guarantee proper management of information and data at all levels
  • Assist Program teams to develop systematic and realistic performance monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  • Coordinate the implementations of baseline surveys, follow-on monitoring and evaluation exercises for UDHA’s projects.
  • Build capacity of partners and staff on data management, data analysis and results-oriented programming, monitoring and evaluation and report writing techniques and requirements.
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
  • Take lead and coordinate technical annual, quarterly & monthly reporting according to defined reporting schedules and write regular monitoring and technical reports as required.
  • Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.
  • Develop and maintain effective information database on projects, providing resources and necessary support for program inputs and outputs.
  • Provide assistance to senior management of the organization in identifying donor resources, fundraising and writing proposals for long-term sustainability.
  • Supervise departmental staff and ensure all planned activities are implemented as per work plans.
  • Perform any other duties assigned to you from time to time by your supervisors.

Job Specifications, qualifications and Requirements of the Post

  • Master Degree with Bachelor’s Degree in Statistics, Quantitative Economics, Economics, Information Technology or any other related Field from a recognized and reputable Institution.
  • Post graduate Diploma in a Monitoring and Evaluationfrom a recognized and reputable institution is a must.
  • At least 5 years of demonstrated experience in Monitoring and evaluation of donor funded development and district/community based projects
  • Deep understanding of TB, HIV and AIDS and health Systems strengthening issues is preferable
  • Familiar with growing NGOs’ work in Uganda, Presentation, facilitation and training skills, Familiar with health system functions in Uganda, Analytical and report writing skills, Good communication skills and positive attitude to team work

Experience: A minimum of three years of similar work experience is required.

Candidate should be able to work independently – with minimum supervision and guidance from supervisor. Demonstrated and extensive social media experience is an added advantage. Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches. Experience in and the ability to facilitate capacity building and training at different levels for M & E and NON-M & E staff

Skills: Excellent written and oral English communication skills are required, excellent coordination and organizational skills. Job Title              : Project Coordinator (Full Time).

Job Purpose         : To provide technical leadership to the project staff implementing activities in  areas of operation and ensure timely reporting and accountability for all project        activities in areas of jurisdiction.
Job Specifications, qualification and Requirements of the Post.

  • Master Degree with Bachelor’s Degree in Social Sciences, Education, Development studies, Community Psychology, Adult and community Education or related disciplines.
  • Post Graduate diploma in Development studies, Project planning and management aA training in HIV/AIDs care and programs, M&E and related courses will be an added advantage.
  • The suitable candidate must have at least 3 years working experience in SRHR, HIV, TB, family planning, and health Systems strengthening and programming.
  • Experience in donor funded projects is desirable.

Job responsibilities

 Project managements and Co-ordination:

  • Experience of coordinating, planning and reporting and ability to actively support project teams to manage competing work priorities.
  • Prepare monthly, quarterly and annual project work Plans and Budgets
  • Supervise staff within jurisdiction, while mentoring them to deliver Project results and deliverables.
  • Supervise and monitor implementation and compliance with the approved donor budget and work Plans.
  • Ensure proper utilization and accountability for all resources allocated to staff
  • Represent UDHA in the Sector Working Groups at district levels

Grant Management

  • Support in the effective monitoring of donor grants allocated to projects, ensuring appropriate reporting and documentation is in place

Internal Reporting:

  • Compile reports and success stories on the project, developing and enforcing protocols for storage and use of information.

Logistics and Administration:

  • Support and organize key project meetings and events, Maintain records – set up and maintain project files, establishing document control procedures, Maintain quality register, other registers and logs as necessary.

Monitoring and Evaluation:

  • Ensure project documentation is collected and maintained in such a way to assist donor reporting and the M&E requirements of the programme
  • Prepare timely periodic progress reports as determined by the Executive Officer for submission to donors and UDHA board
  • Perform any other duties and responsibilities that may be assigned by the Executive Officer or
    his/her design.

Job Title      :   Monitoring  & Evaluation Officer (Full Time)

Reports to        :   M&E Manager

Location          :   UDHA headquarters in Iganga, with frequent travels in the districts of operation

Purpose of the position: The M & E officer is responsible for supporting the M&E Manager in designing and implementing the M& E activities of the Project; assisting the Project team in preparing semi-annual and annual reports on project progress and monitor the project activities on a regular basis. The M&E Officer works in close collaboration with project team other partners.

The main duty and responsibilities of the M & E Officer:

  • The M & E Officer will support the country program team in planning process and development of Monitoring, evaluation and learning activities,
  • He will define specific processes, methodologies and tools for M & E and reporting in line with UDHA and  principles
  • Support the M&E Manager in overseeing and quality assurance of all field data collection exercises, data management, and analysis, contribute to timely and quality internal and external reporting of project data
  • Share M&E findings with programme teams and management
  • Facilitate capacity building process of project staff on knowledge, skills and competencies necessary for effective M & E through training and coaching
  • Support the M&E manager in following-up and ensuring that data related issues raised in management letters are addressed/resolved
  • Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes
  • Carry out any other M&E and other programmatic duties that might be assigned from time to time

Qualifications, required skills and experience

  • Minimum Education: Bachelor’s Degree in statistics, Quantitative Economics, Information Technology or a related field
  • Post graduate studies in M&E and a Master’s degree in any of the mentioned field are an added value.

 Location            :    Will be attached to one of our districts of operation under the HIV/TB Project

 Job Purpose     :   The job holder shall provide technical leadership to varied projects. He/she shall          ensure timely reporting and accountability for all project activities in terms of          Data Management.

Job specifications for Job:

  • The Job holder should hold a Bachelors Degree in Economics, Statistics, Quantitative Economics, Information Technology, Bachelors of business Statistics or any other Relevant or related discipline.
  • At least three (3)years working experience in data management in a health related field and donor funded project is desirable.

Duties of the post:

  • Participate in the implementations of baseline surveys, follow-monitoring and evaluation exercises for UDHAs projects.
  • Accounting for all resources spent in the field.
  • Entering data into the computerized project data base.
  • Clean and analyzing data collected in the field.
  • Gathering for data from project officers and other staff.
  • Maintain effective information database on projects, providing resources and necessary support for program inputs and outputs.
  • Provide assistance to senior management of the organization in identifying donor resources, raising funds and writing proposals for long-term sustainability.

  1. Job Title          : Contact Tracing and Linkage Officer.

No of Vacancy   : 1

Reports to          : Project Coordinator

Location             : UDHA headquarters in Iganga, with frequent travels in the districts of operation

Job purpose       : The job holder shall provide technical guidance and leadership to the management team and Health facility staff, Facility-Community-Based Linkage Facilitators and District Health Teams (DHTs) to ensure effective linkages and referrals for quality accelerated HIV/AIDS epidemic control through evidence-based high impact prevention, care, and treatment and support responses in UDHA Districts of operation.

Job specifications:

The job holder should have a minimum of diploma in clinical medicine, counselling, nursing or its equivalent from a recognized university. A Bachelors or post graduate training is an added advantage.

Work Experience:

The job holder should have a work experience of at least 3 Years in a donor funded project is desirable

Job descriptions and Responsibilities: 

  • Providing technical support in performance improvement and implementation of the HIV/AIDS Program activities in the respective areas of operations.
  • Coordinating regular tracking of results relevant to core HIV/AIDS program targets and report to the respective program areas offices
  • Carrying out quarterly performance audits and feedback in their respective districts, taking care to involve the participation of district authorities, Area Teams, and other stakeholders
  • Collating program monitoring and evaluation reports on quarterly, and annual basis for the HIV project implementation
  • Working closely with the  Quality Assurance team to ensure that all Global Fund Sub-Recipients/health units are reporting correctly, following the set guidelines
  • The incumbent will be required to develop mentoring guidelines and conduct on-job training as well as mentoring of relevant programmatic staff in HIV/AIDS reporting.
  • Ensure that Finding Approaches in the community and facility setting are implemented
  • Ensure that Adherence and Disclosure guidelines in community setting are implemented and monitored
  • Support Patient tracking logbooks and interventions to bring those lost to follow- up back into care through SMS, phone calls or home visits implemented and monitored
  • Support Child and adolescent and adult PLHIV tracing and retention in the HIV care system implemented

  • Provide technical support in community based adherence clubs to ensure that client’s adherence plans are implemented.

  • Support Quality Improvement approaches applied in improving linkage to care so as to reach the 90-90-90 targets

Job Purpose         : Spearhead projects interventions in districts of operations and manager of teams and resources attached to project in a district.

Job Specifications, qualification and Requirements of the Post.

  • Bachelor’s Degree qualification in Social works and social Administration, Social sciences, Community development, Community Psychology, Adult and Community Education, Development studies, Guidance and counseling, or any other related disciplines above.
  • A certificate in Project planning and management, a training in HIV/AIDs care and programs, and related courses will be an added advantage.

Location                :  UDHA headquarters in Iganga, with frequent travels in the districts of operation

Job Purpose       : The internal audit function is aimed at providing independent oversight on the            quality of financial and operational functions of UDHA and donor. The internal audit services will work across all departments and operational and financial processes, and identify weaknesses and suggest improvements.

  • The role involves designing Audit procedures and ensuring implementation of those procedures with the aim of minimizing risks and safeguarding resources as well as ensuring financial systems comply with institutional procedures and terms of the grant.
  • Perform internal audit assignments on a systematic and periodic basis in accordance with the annual coverage plan.
  • Assist in the design of internal controls on financial and operational processes
  • Review financial and operational processes and identify weaknesses.
  • Consolidate and prepare quarterly audit reports to the Board Audit & Finance Committee
  • Advice on ways in which UDHA can improve efficiency, economy, transparency and completeness in the financial and operational processes.

  • Should be a member of the Institute of Certified Public Accountants of Uganda (ICPAU) and/or Certified Internal Auditor

  • 5 years of Audit work with an audit firm and/or a large organization/business
  • Previous experience working with an INGO/NGO will be an advantage

Personal Specifications

The applicant for the Accountant job must hold a Bachelor’s degree in accounting field with at least part professional Accounting training such as CPA, ACCA

At least three (4) years of working experience in the accounting/finance field

Work Experience: 4 Years work experience in the accounting /Finance field 2 years of which from donor funded project is desirable.

Job descriptions

  • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping
  • Review requests to ensure proper & complete documentations
  • Clear all advances according UDHA liquidation time. Ensure that every financial transaction is properly approved by a budget-holder, EO & Finance Manager, is properly documented, files are complete and demonstrates evidence of compliance with UDHA policy, donor regulations, Ugandan law, and standard operating procedures
  • Preparation of payroll
  • Prepare and submit monthly expenses and bank reconciliations to the Finance Manager for review and approval.
  • Review expenses and financial transactions to ensure compliance with UDHA procedures and terms of the agreement with donor
  • Perform the cash management functions required in maintaining UDHA bank accounts (bank reconciliation)
  • Ensure proper coding of transaction before they are posted into QuickBooks & donor specific template

Job Title             : Procurement Officer (Full Time).

 Job purpose:

The Procurement Officer contributes towards ensuring smooth and efficient management of the procurement processes and inventory/asset management, s/he will support the finance & administration team members in ensuring maintenance of comprehensive, transparent and accurate procurement processes as well as records

Roles and responsibilities:

Procurement

  • Coordinates and facilitates the procurement requirements of the project on the basis of the procurement policy guidelines.
  • Pre-qualification of suppliers as provided in the procurement policy
  • Compliance with procurement procedures as per Field Operations Manual.
  • Creates purchase orders, ensuring relevant procurement procedures have been applied and all supporting documentation is attached
  • Ensuring that invoices received reconcile to purchase orders and created and matching receipts to purchase orders
  • Ensure three way matching of purchase order, Invoice and GRN

Logistics management

  • Liaises with program officers, suppliers/service providers and provides logistical support in coordinating deliveries of program supplies to intended beneficiaries/location
  • Carries out periodic controls to ensure that the filing system are properly used and that documents being regularly filed and easily accessible for compliance and audit reviews
  • Develops and maintains an archive policy for the regional office based on contractual and legal requirements; supports the country offices to develop and maintain archiving policy

Motorcycle/motor vehicle Management

  • Ensure appropriate policies are in place for management of motorcycles & motor vehicles
  • Ensure a policy is in place; areas to concentrate – records, use, acquisition, organizational needs, Fuel procedures, disposal procedures etc.

Required Qualifications and experience:

  • University degree in procurement & Logistics management Business Administration with a post-graduate qualification in procurement & Logistics management,
  • Diploma in procurement and/or CIPS.
  • Computer applications in Excel and Word
  • Work experience in an INGO/NGO funded project of at least five years.

Required Skills and Competencies:

Job Title              : Accounts Assistant (Full Time).

Reports to          : Accounts Assistant.

Location             : UDHA headquarters in Iganga.

Job Purpose

Responsible for day to day Management of all books of prime entry such as cash book, ledgers, journals etc.

Job specifications:

Responsibilities/Duties

  • Regularly updating all the accounting records and books of accounts such as ledgers and journals for the project by ensuring timely posting in quick books.
  • Ensure proper and chronological filing of finance documents
  • Support the Assistant Accountant bank reconciliation process
  • Carry out timely filing and payment of statutory deductions
  • Ensure that all payments for suppliers are in accordance with relevant regulations and approved work plans
  • File statutory deduction returns and ensure prompt payments of the same
  • Post transactions into accounting software
  • Ensure that Cheque books, invoices etc. are kept in a secure place and well accounted for.
  • Ensure payment requests are fully supported before Cheques/RTGS/Electronic payment system is initiated
  • Ensure proper filing of vouchers with proper supporting documents and on proper files.
  • Receive accountabilities from staff before being reviewed by Finance Manager
  • Prepare and maintain tracking log of all documents received and released from finance
  • Assisting Accountants during internal audit, external audit and compliance reviews processes.

  • To handle the day-to-day communications for the executive director or managerial employees in the organization
  • To operate as the organization’s gatekeeper because almost everything crosses her desk first
  • To answer calls, take messages and schedule staff and management meetings
  • To open and sort mail and deliver it to the appropriate personnel
  • To respond to email inquiries or route them to the appropriate department
  • To proofread reports and written documents for grammar, punctuation and spelling errors

Driver

Job Summary: The Driver is responsible for the provision of Transport and Courier services for the UDHA team in operation areas.

The Driver will transport UDHA staff and visitors on all official travel; and provide prompt delivery and collection of mail/documents as required. The driver will also be responsible for ensuring proper management of assets entrusted to him/her.

Key Duties and Responsibilities

  • Drive project vehicles to give service to staff as required and given schedule by the supervisor in liaison with traveler.
  • Carry out basic security checks on the vehicles that he/she uses before starting driving and at the end of the day. (Battery water, fuel & oil levels, radiator water, tyre pressure condition, etc.)
  • Ensure the vehicle meets the maintenance schedule and should inform the Administrator promptly of any faults as and they occur
  • Maintain neat & accurate records of fuel usage for all journeys in the vehicle logbook.
  • Carry out the daily vehicle check and inventory.
  • Responsible for the collection, storage, transport and final delivery of all goods in his/ her vehicle has been assigned to carry

Required Qualifications, Skills and Experience:

  • O’ Level (UCE) or equivalent.
  • A certificate in motor vehicle mechanics an added advantage
  • At least 5 years’ working experience in similar role, preferably with an International NGO/NGO
  • Must possess a valid Ugandan Driving License, at least DL classwith a clean driving record
  • Training in defensive driving is an added advantage.
  • Ability to handle multiple tasks simultaneously with prioritization
  • Ability to drive long distance and for long hours.
  • Ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic conditions.
  • Team-oriented, flexible and keen to take initiative
