Job Title      :   Monitoring & Evaluation Manager (Full Time)

No of Vacancy :   1

Terms                : Contract basis based on performance

Reports to        :   Executive Officer.  

Location          :   UDHA headquarters in Iganga, with frequent travels in the districts of operation

Job Purpose   : The job holder will provide overall M&E technical guidance and ensure existence of a functional M&E system that supports all existing projects. Routinely review and monitor implementation of M & E management systems and guidelines for measuring and tracking project performance & and manage the utilization of data and information to guide the implementation of the project.

Job roles and responsibilities, Specification and Competences for the Job.

  • Develop plans and user-appropriate quality tools, and control systems that guarantee proper management of information and data at all levels
  • Keep abreast of developments in project changes & recommendation tools and strategies to increase project performance and results.
  • Suggest ways to facilitate data collection and the flow of data within the project team.
  • Assist Program teams to develop systematic and realistic performance monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  • Coordinate the implementations of baseline surveys, follow-on monitoring and evaluation exercises for UDHA’s projects.
  • Build capacity of partners and staff on data management, data analysis and results-oriented programming, monitoring and evaluation and report writing techniques and requirements.
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
  • Take lead and coordinate technical annual, quarterly & monthly reporting according to defined reporting schedules and write regular monitoring and technical reports as required.
  • Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.
  • Develop and maintain effective information database on projects, providing resources and necessary support for program inputs and outputs.
  • Provide assistance to senior management of the organization in identifying donor resources, fundraising and writing proposals for long-term sustainability.
  • Supervise departmental staff and ensure all planned activities are implemented as per work plans.
  • Ensure that donor, partners, and UDHA management data queries are addressed in an accurate and timely manner.
  • Actively participate in resource mobilization activities for the organization
  • Perform any other duties assigned to you from time to time by your supervisors.

Qualifications.

  • A Bachelor’s Degree in Statistics, Quantitative Economics, Computer science, Business Computing and Information Technology from a recognized and reputable Institution.
  • Post graduate Qualification Diploma in Monitoring and Evaluation from a recognized and reputable institution is a must.

Personal specifications

  • Deep understanding of TB, HIV and AIDS and health Systems strengthening issues is desirable.
  • Familiar with health system functions in Uganda, Analytical and report writing skills, Good communication skills and positive attitude to team work
  • Knowledge of statistical analysis and data management packages of Ms Access, Ms Excel, SPSS, and EpiDATA.
  • Demonstrated research experience and skills, is an added advantage.

Work Experience:

  • A minimum of 5 years of similar work experience in Monitoring and evaluation of donor funded project
  • Candidate should be able to work independently – with minimum supervision and guidance from supervisor.
  • Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches.
  • Familiarity with IT applications to support M & E and information management an added advantage.

Job Title                : Project Coordinator (Full Time).

Job Purpose         : To provide technical leadership to the project staff implementing activities in  areas of operation and ensure timely reporting and accountability for all project  activities in areas of jurisdiction.

Job Roles and Responsibilities, Specifications, and Competences for the Job.

The Project Manager will oversee the technical and managerial aspects the implementation of the project. He/she will support both the day-to-day management and implementation of the project as well as provide support to the Executive Officer. He/she will also support project development strategy, translating the strategy into implementation plans, engaging with donor, partners, and collaborators, and leading strategic activities.

Key Outputs  

  • Project managements and Co-ordination:
  • Provide overall strategic direction, leadership, and management oversight of the project for successful implementation   and achievement of the project objectives

  • Coordinating, planning, reporting and ability to actively support project teams to manage competing work priorities.
  • Prepare monthly, quarterly and annual project reports, work Plans and Budgets
  • Supervise staff within jurisdiction, while mentoring them to deliver Project results and deliverables.
  • Supervise and monitor implementation ensuring compliance with the approved donor budget and work Plans.
  • Ensure proper utilization and accountability for all resources allocated to staff
  • Represent UDHA in the Sector Working Groups at district levels
  • Build sound and mutually respectable relations with the, Districts, Communities and stakeholders served by the project.
  • Actively participate in resource mobilization activities for the organization

  • Grant Management

Support in the effective monitoring of donor grants allocated to projects, ensuring appropriate reporting and documentation is in place

  • Communication

Ability to build productive working relationships, influence and engage others, excellent interpersonal skills, working effectively with others, listening, understanding and achieving appropriate results.

  • Internal Reporting:

Compile reports and success stories on the project, developing and enforcing protocols for storage and use of information.

  • Logistics and Administration:

Support and organize key project meetings and events, Maintain records – set up and maintain project files, establishing document control procedures, Maintain quality register, other registers and logs as necessary.

  • Monitoring and Evaluation:

Ensure project documentation is collected and maintained in such a way to assist donor reporting and through working closely with the M&E Manager.

Prepare timely periodic progress reports as determined by the Executive Officer for submission to donors and UDHA board.

Perform any other duties and responsibilities that may be assigned by the immediate supervisor.

Qualifications & specifications

  • A Bachelor’s Degree in Social Sciences, Adult and community Education, Social works and Social Administration, Public Health
  • A Post Graduate qualification in Public Health, Project planning and Management or related fields in Social sciences
  • A training in HIV/AIDs care and programs, M&E and related courses will be an added advantage.
  • The suitable candidate should have at least 5 years working experience in SRHR, HIV, TB, Communities health Systems strengthening and programming in donor funded projects rural setting is desirable.

Job Title             :   Monitoring & Evaluation Officer (Full Time)

Reports to          :   M&E Manager

Location             :   UDHA headquarters in Iganga, with frequent travels in the districts of operation

Purpose of the position: The M & E officer is responsible for supporting the M&E Manager in designing and implementing the M& E activities of the Project. Working with the Project team in preparing project progress and monitor the project activities on a regular basis. The M&E Officer works in close collaboration with project team other partners to deliver desired results.

Job roles and responsibilities, Specifications and Competencies for the Job:

Key outputs.

  • Conduct routine data verifications to ensure good quality data is generated.
  • Ensure that data generated is entered into the available databases.
  • Developing and supporting M&E systems at UDHA, district and Community Based Organizations.
  • Develop Work plans, guidelines & standard procedures for the monitoring and evaluations
  • Develop Monitoring and Evaluation tools& feedback mechanisms developed.
  • Generate periodic reports from data generated, circulate them donors and districts.
  • Monitor Project effectiveness and efficiencies.
  • Project data quality assessment audit exercise conducted and reports compiled & submitted and risk assessment carried out.
  • Record and reporting tools distributed to all stakeholders.

Job roles and responsibilities                                                                                     

  • Participate in designing & updating systems to monitor and evaluations of the project
  • Provide technical support in development of project monitoring tools.
  • Propose strategies to increase data use & demand amongst project staff and clarify project information needs.
  • Support project staff on ways to properly document, organize and capture project progress, Review the performance of existing management information systems to help identify potential modification of resources.
  • Identify strengths and weakness in existing data management systems and propose solutions.
  • Perform regular field visits to districts of operations to ensure the quality of data collected HCWs, project staff and verify the accuracy of the reported area.
  • Participate in development of draft Tools and their revisions as well as data collection procedures.eg Logical framework, Project performance tracking, indicators, data flow chart, and M&E manual.
  • The M&E Officer will support the program teams in planning process and development of Monitoring, evaluation and learning activities.
  • He/she will define specific processes, methodologies and tools for M & E and reporting in line with UDHA principles.
  • Support the M&E Manager in overseeing and quality assurance of all field data collection exercises, data management, and analysis, contribute to timely and quality internal and external reporting of project data.
  • Facilitate capacity building process of project staff on knowledge, skills and competencies necessary for effective M & E through training and coaching.
  • Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes.
  • Perform any other M&E and other programmatic duties that might be assigned from time to time.

 

Qualifications and experience

  • A Minimum of a Bachelor’s Degree in Social sciences, statistics, Public Health, Quantitative Economics, Computer science, Population and demography or Information technology
  • Post graduate studies (Diploma) in M and E is an added advantage.
  • A minimum of three years of work experience is required preferably in an NGO setting

Job Title          : Contact Tracing and Linkage Officer.

No of Vacancy   : 1

Terms                 :  Contract basis based on performance

Reports to          : Project Coordinator

Location             : UDHA headquarters in Iganga, with frequent travels in the districts of operation

Job purpose       : He/she will work closely with ALL TB Diagnostic and Treatment Units(DTU) to facilitate Health workers to carry out contact tracing for TB confirmed cases and ensure that TB preventive therapy(TPT) is provided to those that are eligible as spelt out in the Operational guidelines for TB contact investigation (2019). He/she will ensure that all data related to contact tracing and TPT is correctly collected and entered into national database.

Minimum academic Qualifications

The job holder should have a minimum of Diploma in Clinical Medicine, Public Health, and Certificate in Nursing or Laboratory training, Health Assistants or Medical related background training.

Bachelor’s degree in sciences or post graduate training is in science related course is an added advantage.

Job Specifications

Riding skills and possession of a valid riding permit a Must

Good report communication and report writing skills.

Computer skills especially Word processing, Excel spread sheet and power point.

EXERCISE HIGH LEVEL OF INTEGRITY.

Work Experience:

The job holder should have a work experience of at least 3 years in a health institution, NGO and exposure health facility and community activities is an added advantage. Exposure to work environment managing TB patients is an added advantage.

Job descriptions and Responsibilities: 

  • Provide timely Facilitation to Health workers to be able to carry out contact tracing to all patients diagnosed with TB at DTU.
  • Ensure complete documentation of all contact tracing activities carried out
  • Ensure that ALL persons eligible for TPT receive it as per guidelines.
  • Ensure that ALL those diagnosed with TB during contact tracing are started on TB treatment.
  • Work closely with DTU to ensure complete, correct and accurate documentation and reporting is done.
  • Carry out geographical mapping of DTUs and come up with rates for transport rates for Health workers
  • Providing technical support in performance improvement and implementation of the HIV/TB Program activities in the respective areas of operations.
  • Coordinating regular tracking of results relevant to core HIV/TB program targets and report to the respective program areas offices.
  • Carrying out quarterly performance audits and feedback in their respective districts, taking care to involve the participation of district authorities, area Teams, and other stakeholders
  • Collating program monitoring and evaluation reports on quarterly, and annual basis for the TB contact tracing and TPT provision.
  • Build stronger collaborations between the DHOs, DTLS, TB focal person at Health facilities, District Laboratory Supervisor, Biostatistician and Facility-Community Linkage Facilitators
  • Work with project officers in the Comprehensive districts to ensure that activities related to TB contact tracing and TPT provision are implemented as expected.
  • Gather monthly contact tracing and IPT provision reports from Project officers and compile them into one reports.
  • Be responsive when called upon by the donor or NTLP to provided performance progress updates.
  • Support Differentiated service delivery models and community support programs plans in collaboration with CHWs and CBOs

Job Title         : Accountant (Full Time).

Location               : UDHA headquarters in Iganga.

Job purpose

The job holder shall assist in coordination, analyzing, summarizing and recording of UDHA financial transactions.

Job Roles/responsibilities, personal specifications and Competencies/additional skills.

  • Ensures project financial reports are compiled, aligned with narrative reports and submitted in a timely manner to keep all stake holders informed.
  • Produces monthly, quarterly year-end actual budget (variance) analysis and other management information that may be required from time to time.
  • Ensures expenditure are incurred and reported in line with contractual agreements with donors.
  • Supports the Finance and Administration department in ensuring full compliance with policies & procedures, particularly around cash, advances and banking
  • Prepare Monthly staff payrolls for bank transfers at the end of each month.
  • Prepare and submit Beyonic/Mobile Money and bank reconciliations to the Finance and Administration Manager for review and approval.
  • Preparing cash forecasts to identify monthly funding requirements to optimize resources and deliver value for money
  • Ensure proper coding of transaction before they are posted into QuickBooks & donor specific templates.
  • Follow on mandatory statutory obligations and ensure that the deadlines are adhered to
  • Verify the financial accountability submissions by the Grant beneficiary on its correctness and completion;
  • Verify the Grant beneficiary financial replenishment requests and ensure the timely remittance of funds to the beneficiary
  • Perform other tasks as assigned by his/her supervisors from time to time.

Personal Specifications

  • The applicant for the Accountant job must hold a Bachelor’s degree in accounting or Finance with level 11 of CPA or ACCA.
  • Work Experience: 4 Years work experience in the accounting /Finance with at least 2 years providing support to a busy NGO of professional staff, where a considerable amount of analytical skills are called for.
  • Knowledge of operational issues with Grant funding and its financial accountability issues is a must.

Job Summary:

The Compliance Officer will conduct verification of internal controls and compliance of all financial

and operational functions. S/he is also responsible for ensuring that project implementation guidelines and procedures on all project functions including but not limited to HR, Procurement, Finance, and Administration, and other operational functions processes and controls are adhered to.

 

Duties and Responsibilities:

  • Ensure that all UDHA financial and operational activities are in compliance with country law (tax laws, labor laws and government pension agency laws), donor rules and regulations, and UDHA policies and standards.
  • In collaboration with the finance manager, develop and implement an effective risk, control and compliance system
  • Review 100% field activities i.e. Payments, Accountabilities, Vehicles log books, Fuel consumption and AGYW profiling records and attendance / verification reports
  • Provides mentoring and monitoring support to UDHA Partners in coordination with program teams.
  • Perform the critical function of independent financial verification on wide range of field activities including but not limited to various meetings, trainings, distribution of supplies, mentors and AGYW payments, UDHA Assets among others.
  • Verification of all procurements carried out in UDHA to ensure that they comply with UDHA procurement guidelines.
  • Establish internal policy compliance monitoring mechanisms and foster a culture of compliance with policies and procedures across the organisation.
  • With support from Finance and Administration Manager, ensure capacity building and ensure grants are managed in compliance with donor requirements
  • Support internal Audit, External Audit and Donor Reviews for all UDHA activities.
  • Share and follow-up on recommendations (audit, donor reviews) for all UDHA activities.
  • Keep abreast with external events which could have a negative impact on the organisation and advise management with appropriate control

 

Qualifications, Skills and Experience:

  • The ideal candidate for the Compliance Officer Job opportunity should hold a university degree, with a major in Accounting/Finance/Auditing.
  • Partial professional qualification in ACCA, CPA, CA, CIA or CMA or equivalent will be preferred
  • A minimum of three years of post-qualification experience in Compliance / Finance/ Auditing.
  • Excellent understanding of Ugandan Tax laws and statutory requirements.
  • Experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred.
  • Knowledge of ERM principle and philosophy.
  • Knowledge of various Donor rules and regulations, systems and procedures.

Additional Skills

  • Excellent analytical, financial management and evaluation skills.
  • Extensive Computer knowledge in Microsoft Excel, Word, PowerPoint and QuickBooks.
  • The incumbent must be a team builder, who is able to work successfully in a multicultural environment.

Job Title         :     Data Assistants (Full Time).

 No of Vacancy  :     8

Terms                 :     Contract basis based on performance

 Reports to         :     M& E Manager.

 Location            :    Will be attached to one of the districts of operation under the HIV/TB Project

 Job Purpose     :   The job holder shall be responsible for data management and ensuring quality of data collected in the district. They will ensure that all data collected is entered into the respective data bases timely, accurately and complete. He/she shall ensure timely reporting and accountability for all project activities.

Job roles and responsibilities, specifications and Job Competencies

  • Ensuring that all data files are kept in good order and that historical files are stored facilitating easy reference.
  • Make daily back-ups of data, so that failure in the system shall result in the loss of data
  • Keeps track of received data and source documents.
  • Prepares and sorts source documents, identifies and interprets data to be entered.
  • Verifies data source documents to resolve questions, inconsistencies, incomplete or missing data.
  • Confirms accuracy of data such as course, numbers of days, dates, times and locations. .
  • Reviews and makes necessary corrections to information entered.
  • Compiles, sorts, and verifies accuracy of data to be entered.
  • Assists in establishing and maintaining an effective and efficient records management system.
  • Generates reports and responds to inquiries regarding entered data as requested.

Qualifications and Personal Specifications:

The Job holder should possess a Bachelor’s Degree in Statistics or Quantitative Economics, Population and demography, Computers science or Information technology.

Post graduate Training in M&E is an added advantage.

Work Experience.

  • Minimum three (3) years of experience is required in data management in a health related field preferably in an NGO is desirable.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and knowledge of spread sheet and database packages.

 

Additional Skills/Job competencies.

  • Must have a Valid riding permit and able to ride a motorcycles (attach riding permit)
  • Strong interpersonal and communication skills.
